We built a government tender management system, end to end.
Heimatverse built a government tender management system that digitalised the complete procurement lifecycle for a public sector client. The platform managed the publication of tender notices, allowed suppliers to register and submit bids through a secure portal, facilitated the internal evaluation and scoring workflow across multiple departments, and produced a fully auditable paper trail for every decision made throughout the process.
The system was built with role-based access control mapped to different government departments and evaluator roles. A conflict-of-interest declaration module required evaluators to confirm their eligibility before accessing supplier submissions. Automated notifications kept all stakeholders informed at every stage, from tender publication through to award notification, without requiring manual follow-up from the procurement team.
All data handling was designed to meet the security, transparency, and record-keeping requirements of public procurement regulations. The platform replaced a process previously managed across email threads and shared drives, eliminating version control issues, reducing procurement cycle times, and providing the management information that procurement leadership needed to report upward.
